Default how to charge battery cell?

i want to buy this "battery cell" http://www.evassemble.com/index.php?...products_id=28how to charge it? I don't know anything about battery cells. I want to use it for my camera. What does "Operating Voltage:2.8V~4.0V" mean? My camera needs 3.2 v .

the nominal voltage of these Winston cells is 3.2v.... any charger you can find that brings the final voltage up to 3.5 to 3.65 and stops there will charge the cell.

the chargers that EV people use are intended for many cells in series and much larger and more expensive than you'll need to worry about. To charge a single cell you just need a small power supply/charger with appropriate final voltage.

poke around on the RC and or electric bike sites.... or just get a bench power supply where you can set the final voltage. Something like a Mastech for about $150 would be more expensive than a smaller charger, but have capacity for a faster charge. i.e. a decent inexpensive power supply might be capable of charging to 3.6volts at 10 amps max... which would charge your cell from near empty in less than 4 hours whereas a cheap $50 charger might only be capable of 2amps, and take 20 hours.
