It all hinges on a jury.
Juries can rule how they wish in large degree.
If you convert 3 or 4 cars to EV's and someone is injured by part of the
changes you made a good lawyer can make a case quite easily that you
made the conversions to sell rather than for personal use and hold you
liable as a non-incorporated unlicensed manufacturer. A jury can
disagree or agree with that position and it comes down to who has the
most convincing lawyer rather than on the technical merits of the case.
If it can be shown that the conversions are done primarily to resell the
vehicle than to use the vehicle there's more than a slight chance you
would be held accountable.
With any more than 2 cars converted and sold within ~1.5 years
(arbitrary figures) it wouldn't be hard to find a lawyer to argue the
above. Contract waivers are nearly worthless documents. The jury will do
whatever it feels like doing.
I'm not a lawyer but I have a family member who is and this is what they
tell me.
