13.5 volts is _just_ enough to fully charge the four cells inside the
12V7 battery. System will likely work without tweeking. It would be
better if could bump up the voltage a touch.
The A123 battery will ~90% charge at 13.5 just as quickly as the
charger and wiring can provide the current. Last few percent will
take awhile, likely. Voltage drop on the wiring will be a factor
because 13.5 is so darn close to the full SOC battery voltage that
there is no room for any drop.
