If you are OK with somewhat of an orphan, there are supposed to be a few
dozen Think City's for sale @ $22,300. These are new cars that come with a
three-year warranty that also covers the battery. Not too much bigger than
a Smart car.
Depending on where you live, credits and rebates could drop it to just over
$12k.

Hi Bruce etc,
Is the MIA Electric available in the US? I like a small EV for commuting 30
miles on the freeway. I really liked the Toyota ECOM when I saw it at
previous EVS's but many of these cute cars don't see the light of day, the
Leaf or Volt are too big/expensive for a commuter single person. An
electric Smart would be nice if they could get the price down. If a
manufacturer could make a small highway capable EV for $10k it would sell
like hotcakes.
