I did a quick google search, you're probably not going to get a BIS (Bureau of Indian Standards) certificate for any cell you order from anyone outside of India. It looks like it's standard for products that are "automotive accessories" and "household electrical goods" so if you were using it for something outside of this you might be able to clear them but for your use in a car you might be out of luck and have to ship them back.
Clearing agent for Li-Ion cells in India
Hey guys,
I'm working on building a battery pack for my EV project in India and ordered cells from a distributor in HongKong (batterybro.com), but he has not provided me with something called a BIS certificate to clears these cells from the Indian customs at the port of entry.
Does anyone have experience with or know any clearing agents that can help with getting this consignment released?
