Curtis 1238-6501 and handheld programmer

Good day. I have a Curtis controller 1238-6501 and a handheld programmer 1313. If I connect 24 V. power to the 1 KSI connector and serial port 4 pin molex. programmer, can I download parameters from it? According to the manual it is designed for 48-80 V
