Curtis 1239 not allowing to modify parameters

I have a Curtis 1239 removed from Tata tigor car. I am trying to change the parameters but it shows locked 🔒 sign and not allowing to modify parameters. Does anyone know how to enable or make the controller usable?
I have flashing file as well as vcl software. It's not allowing to flash the new software.
May be it has different bootloader.
