[EVDL] New DMV requirements

1301 Views 11 Replies 1 Participant Last post by  EVDL List
I got a nasty surprise at the DMV today, there seems to be a new DMV
requirement for EV conversions in California. It is no longer
sufficient to have the vehicle inspected at the DMV and the fuel type
changed, you now have to go through a BAR referee station and you have
to contact the ARB before making any changes to the emission system, I
presume that includes the engine.

Here's a copy of the new memo.
http://www.electric-lemon.com/files/[email protected]_20101222_123112.pdf

My application was rejected based on this new memo even though my
vehicle was inspected by the DMV before the memo and my title had
already been sent to Sacramento to have the fuel type changed. Of
course the people I talked to at the Sacramento headquarters did not
know why my paperwork had been rejected, I had to go stand in the rain
outside the local DMV to find out about the new memo,
bureaucracy..........

Be warned

WOW!
So they inspect an electric motor for proper smog protection? Is it OK
to exhaust a little carbon dust from the brushes out the cooling duct of
the Electric motor? YAHOO!

Just thinking of that reminds me of why I like living in a state with no
Emissions Inspections; also this time of year, I'm thankful for the lack of
a State Personal Income Tax too. Also no state tax for Subchapter "S" corps.
or for LLC's !
Some of you may consider the 2,000 mile move to that "Friendlier" State,
Florida. Here the DMV just issues the plate for $23 yearly and Insurance for
your car is under $100 monthly. And the cars don't rust either, mine is a
2000 model with NO RUST !
Oh, yeah, the temperature today is pretty cold at 75 degrees, with a low
tonight of 45 degrees. Yesterday I drove past one of the 500 lakes within 20
miles of my home and admired the clean water and white sandy beaches, with
the car windows open and me in my short sleeved shirt and cotton
slacks.enjoying the bright sun, clear skys, and normal 80 degree weather.
(I prefer to sweat occasionally than sHiVeR...

All might be so but I do have issue with "recipient states" that my "donor
state" supports. Not to get in a rant this holiday but it is an issue with
me because I live next to New Hampshire where they too have no income tax,
no sales tax either but there hand is always out for the federal donation to
keep them going. And then to top it off I have to listen to them whine about
their property taxes.

Just saying I am tired of all of this whining about not liking the spending
we do but "don't you dare cut my entitlements".

I know, sorry David

Happy holidays everyone, really!!!

Sincerely,
Mark Grasser

I think I got you beat here in Montana.

The DMV issue me permanent plates for my EV that is over 11 years old. It is
only a one time cost of $66.00 which is double the cost of a normal yearly
registration. A lot of DMV stations do not advertise this, but if you look
up your DMV web site, you may have this benefit.

We have no sales tax, so the initial cost of the EV was $1250.00 less even
though I bought the EV from the Electric Fuel Propulsion Company in
Michigan.

I have old geezer insurance on the EV and a another car of the same make
from the Old Geezer Insurance Company. I only paid $30.00 a month for both
cars from AARP.

When I received my first EV back in 76, I took it to one of those places
where they put the car on rollers and perform a moving test. I want to find
out what the HP and Torque was at the wheels at different rpms. The
technician did not know where to put the probes for the exhaust and rpm. I
told him to put the exhaust probe on the battery box exhaust pipe and the
rpm probe on the terminals of a electronic counter which also can be switch
to a rpm indicator.

The test surpass any known results as of today. Still have the results in
my file compartment on board the EV.

Roland

Dennis, No snow tires or chains on my EV. My EV weighs now 6800 lbs. Los=
t =

about 200 lbs by getting rid of the clutch and flywheel and putting in a =

light weight racing type of transmission.

Anyway, the weight on the rear axles is down from 4600 lbs to about 4400 lb=
s =

or 2200 lbs per wheel and tire. The wheel is rated for 3500 lbs and the =

tires are rated for 2400 lbs @ 65PSI. The tire foot print is 8 by 8 inches =

or 64 square inches. The actual contact rubber patch to the ground is abou=
t =

40 square inches because of all the thread spaces.

This leaves 2200 / 40 =3D 55 lbs per square inch of tire contact pressure o=
n =

the ground. On ice it is best to have above 20 lbs psi and on snow you can =

get by with 15 lbs psi.

I had run the same Dunlap tire all season tires from 1985 to 2006 with no =

problems going through 12 inches of snow up a very steep one mile hill ever=
y =

morning to the Hill Top Caf=E9, which is on the highest point in Great Fall=
s, =

Montana which we produce electricity by the force of gravity.

Your point? My 1974 doesnt have any rust either. Lol. But I know
what you mean. I bought a 2000 truck from western PA In 2006 and it
had already rusted through the diamond plate bumper. I was rather
apalled, being used to NW and SW cars where it takes 20 or 30 years to
look anywhere near that bad.

I think I made this point about a year ago, Vehicles which are driven only
in areas and on highways where_NO_ salt is used on the roadways, especially
not on streets with "Slush" mixed with the salt which helps to make the
corrosive action more active seem IMHO to show less rusting of the bottom,
frame, and fender wells, and rocker panels, and other metal parts like
mufflers and exhaust components and even brake lines. Therefore Southern
Florida, Oregon East of the Cascades, the Pacific coast of California, And
several other areas I have not included because I didn't live there and am
not as familiar with them. These areas make especially good areas to get
Gliders from as the Engines do not outlast the body sheet metal! A few
areas where Steel foundries are located use cinders form coal or coke
burning in snow covered roadways but the ashes when mixed with water leech
out a strong alkali similar to lie and that accelerates rusting also. Also
driving on the beach such as we used to do at Daytona Beach is not as
destructive as sea water is much less concentrated than driving on a salted
NYNY street with slush at about 28 degrees. Just a tip!
Regards and Hope your Holidays are Happy!

PS Roland, in Florida we don't get a discount for an older car (called a
"Collectible" not an Antique.) until the car is over 25 years old because
they last so long down here in Florida! D.L.M. [:<)

Electric vehicles have mufflers?

Methinks we might be wandering a bit off topic here ... so if that be true,
I guess I can wish Merry Christmas to those who celebrate it.

To those who celebrate other things -

s/Christmas/[Solstice][Kwanzaa][Hannukah][Yule][etc]/g

Me, I'll be listening tonight for the prancing and pawing of each little
hoof. It might be the last year. Rumor has it there's growing unease among
the reindeer about that contract the boss just signed with Electric Blue EV
Conversions.
