Thanks to your suggestion I put a 5 millihenry 22 ampere
inductor in series with the NG3 charger. I have been able to
charge at every ICS-200 that used to shut down after 1 minute.

The inductor does seem to correct for the .68 pf of the charger.
But it is quite heavy, and hums loudly.

Could parallel capacitors be used to do the same thing?

Inductors only hum if there are loose laminations, or the core is in
danger of saturating. Is the core (but not the winding) getting too hot
to touch? If so, it is saturating.

If the core isn't getting too hot, but you still get humming or buzzing,
try tightening the screws or clamps that hold the core together. Also,
inductors are usually potted or impregnated with varnish to "glue"
everything together to reduce this sort of noise. You can "pot" it
yourself if it's not well glued together already.

You can also put a noisy inductor or transformer in a paint can, and
fill it with mineral oil. This quiets it, and also does a good job of
cooling it.

Possibly, but it depends on the charger. I've had better luck with
inductors, because the battery itself already acts like a big capacitor.
