I have tried searching on this but not found anything productive. Has anyone considered the use of a generator on board with an electric motor that will supply steady state energy needs with a panel of batteries that would supply temporary excess needs, such as passing?

That's called a series hybrid. It is currently popular to call it an electric vehicle with a range-extender engine, but that's just stupid marketing - it's still a series hybrid.

There are series hybrid industrial vehicles and transit buses, but in passenger cars the only current production examples are the BMW i3 REX and the Nissan e-Power vehicles (Note and now Serena; neither available in North America).

Some hybrids can run in series hybrid mode under some conditions, but run as parallel hybrids in other conditions; examples include the Chevrolet Volt and the Honda Accord Hybrid.
