Please clarify my UNCONCIOUS doubts

I want to make a two-wheeler with a rated voltage of 48V and 1.4KW BLDC motor.

Two main variants I need:

I need one variant with high torque and the other with the high speed.

Can someone give me a solution How it can be done ??

It's not clear to me what you're asking for, and what your idea is.

My question is for making the vehicle to run in two modes ( An two wheeler)
1) High speed ( approx 60kmph).
2) High torque for load carrying without any top speed.

Making what changes can I achieve that two modes.

By making this does my mileage affects ??

Use 2 sets of chains and sprockets.

1 set with a high gear ratio for the torque.

1 set with a low gear ratio for the high speed.

Example: using a controller can I use this mode...
