There are different grades of electrolytics.
Even an OEM car radio is supposed to be functional at -30C (many incorporate the vehicle's theft system), whereas commercial parts are only rated to 0C at the bottom end.
People in San Diego and other year-round benign climates can get away with all kinds of stuff the rest of us cannot, including completely open EV electronics under a locking hood.
This kind of commercial supply usually has the lowest commercial grade. It's fine for bench testing. And may be ok in the San Diego area in an open top car.
It's not for general automotive use unless you know what you are doing in spec'ing the exclusion, is what I'm saying. 12V DC-DC is a safety related supply, not a radio....its backup is a battery that will backdrive and blow up this kind of supply, as will booster cables, if it's not rated as a charger.
Caveat emptor. The price is nice, but even free is a bad price if it is not an applicable component.
