Embatt idea falls under the category of "new ways to construct an old product." By removing much of the packaging and creating a unique bi-polar cath-an/ode (flat strip of insulating ceramic with cathode deposited on one side and anode on the other) and packaging the whole thing a bit differently, these folks hope to double the energy density of LiIon batteries for less money.
Illustration looks geared towards EVs. Unless they can make the electrolyte gelatinous or solid state to keep the anodes and cathodes separated, though, I suspect the approach would result in internal short circuits...
