Exactly on target.
1. We'd need someone rich and famous to stand up in front of the
news media and make the spiel. Someone that John Q. Public
would listen to.
2. We need a "viral idea" to express it. A very short pithy "sound
bite" that everyone will remember and quote. Like Kennedy saying
we'll put a man on the moon by the end of the decade, or the Kremer
prize for 100,000 pounds to the first human powered aircraft to fly
across the English channel.
