A flat fee was probably the simplest and easiest for the legislators to
implement, and probably not putting much effort or thought into it, $100
seemed "cheap." I think all vehicle taxes should be based on vehicle weight
and distance traveled per year, since their impact to road maintenance is
correlated with those.
Roads need to be maintained. I think all of us that drive on them should
pay for that maintenance in proportion to our impact on them.
