Marc, Reminds me of a fleet owned by an electric utility that purchased
several modified to plug-in hybrids years ago. The Fleet Manager recommended
not buying any more as there was no increase in fuel savings. Eventually one
of the drivers revealed that they didn't recharge at night, just refueled
with gas each morning.

Here, in Orlando, Florida, the electric utility is having 10 hybrids
converted to Plug-In in this 2010-2011 fiscal year... for use by Managers
and other supervisors

On another tack, if the surplus hybrids can be purchased cheep enough, just
strip them out like a fork lift and use the electrics to convert ICE
Vehicles to pure Electric!!
