No, what will actually happen is that the bulbs will burn out within seconds!
I found this out my accident when the current limit stopped working on
my PFC charger...

If your batteries are badly out of balance I wouldn't rely on zener
regs to fix it, they are best used with the pack "from new" starting
in a matched condition.
