Well by "test" I presume you mean to test the electronics and perhaps the driveline, unloaded.

Not "test" as in, replicate the full current of the motor under load.

A variac will have a current rating. Smaller ones around 3a, larger ones 15a.

That gives you ~1800 watts from a normal household outlet for a bigger variac. That's probably enough to get it spinning, though it might require some temporary overloading at first. Variacs can handle that, as there's no electronics, it's just wire that's going to heat up. Don't do it often, but, it'll handle motors.
