Hi, I am looking for Tesla Cell Tap Replacement boards gerber and details.
Can't seem to find them online, can someone help to point me in the right direction?
Where I live, the boards costs are huge on shipping.
As above, definitely consider keeping the OEM slave boards with an open source master like SimpBMS. The result is likely to be much more reliable.
The current sensor needed depends entirely on how much current you intend to draw.

I see that the Tesla packs has 1000A discharge at 10s, which was why I was wondering if a 400A sensor would be sufficient.

Depends on how many amps you'll be pulling from it. If you regularly pull more than 400a, you'll want a sensor that's rated for more than 400a. If you are only exceeding 400a for brief periods of time, a 400a sensor is fine in terms of calculating State of Charge with coulomb counting.
