If you could even buy those special 18650 cells at ? $3 each, with over 7000 cells in a pack, plus the cell monitoring boards, the BMS board, the smart fuse, the hellacious contactors, the thermal coolant path that touches each cell, the rugged housing with titanium front shield, etc... how could you even come close to building something like that for $20k ? $20k is a bargain much less the price for used packs--smoke em if you got em, er, buy em if you can get em...
